      A. APPLICATION FOR HEIGHT WAIVER

Requirements:

  • Certificate of Confirmation (COC) – 3 copies (1 original and 2 photocopies)
  • 2x2 ID picture with white background and nametag- 3 pieces
  • Birth Certificate of the Applicant
  • Birth Certificate of Parents with Tribe
  • Genealogy
  • Application Form (to be provided by the office)

Deliberation            

A monthly deliberation of applicants is scheduled depending upon the availability of the board members. The applicants will be informed of the set schedule via text message.

 

Issuance

The height waiver will be sent via courier in the respective home addresses of the applicants as indicated in their application form. No need for personal pick-up to consider applicants coming from distant places.

 

      B. AUTHENTICATION/CERTIFICATION OF POLICE ELIGIBILITY DOCUMENTS

Step-by-step Processing

  1. Receiving of Request
  • For Walk-in Client: Receive the photocopied Certificate of Eligibility/Certification of Eligibility from the requesting party or authorized representatives.

 

  1. Verification of the entries in the Reports of Rating/Certification to be authenticated
  • Verify the entries in the Reports of Rating/Certification of Eligibility presented through the Certified List of Eligibles.

 

  1. Receiving of Payment
  • Receive payment of applicable fees and issue Official Receipt

 

  1. Authentication of photocopy/ies of Certificate of Eligibility or issued Certification of Eligibility
  • Check the Official Receipt and stamp “Authenticated” the photocopy/ies of Reports of Rating/Certificates of Eligibility and sign the documents certifying that the photocopies are found in order.
  • Ensure accuracy of the authentication.

 

  1. Releasing of the Authenticated photocopy/ies of Certificate of Eligibility or issued Certification of Eligibility
  • For Walk-in Client: Release the Authenticated photocopy/ies of Eligibility to the requesting party or authorized representative.
  • For request thru Courier: Release to Records Section for mailing. Refer to Management of Documented Information Procedure. Record the release of Authenticated photocopy/ies of Certificate of Eligibility or issued Certification of Eligibility.

 

         C. FILING AND PROCESSING OF PNP ENTRANCE AND PROMOTIONAL EXAMINATION

 

PNP ENTRANCE EXAMINATION

The PNP Entrance Examination is open to all Filipino citizens who meet the age and educational requirements as provided herein, as well as to PATROLMAN/PATROLWOMAN whose appointment is temporary for lack of appropriate eligibility. Those who pass this examination are conferred by the National Police Commission (NAPOLCOM) the PNP Entrance eligibility which is appropriate for appointment to the rank of Patrolman/Patrolwoman, as prescribed under Sec. 30 of Republic Act No. 6975, as amended by Republic Act No. 8551.

Step-by-Step Processing in the Regional Office 1

  1. Online Application
  • The NAPOLCOM utilizes the On-Line Examination Application Scheduling System (OLEASS) for the scheduling of the filling and processing of applications for the PNP Entrance and Promotional Examinations. The first letter of an applicant’s family name shall be adopted in the scheduling of applicants for the PNP Entrance Examination.

 

Note: The OLEASS shall allow the PNPE examination applicant the option to choose the examination center where he/she wishes to take said examination, regardless of place of residence.

Requirements for PNPE Filling and Processing

(1) Printed Confirmation Letter with corresponding reference number confirming the scheduled appointment (Only applicants with a confirmed scheduled appointment with reference number shall be entertained);

(2) Printout of Filled-out Application Form (PAS-QFM-QOP15-01) and Index Card, duly accomplished by the applicant  and two (2) recent and identical and colour 1x1 ID pictures with white background and complete name tag (indicated rank before the first , middle  and last name, if PNP member);

(3) One (1) legal size window envelope with twenty pesos (PhP 20.00) worth of mailing stamp;

(4) Transcript of Scholastic Record with Special Order issued by CHED and Diploma from CHED-accredited schools, state universities and colleges; and

(5) Birth Certificate in security paper issued by the Philippine Statistics Authority (PSA) or certified true copy of the Birth Certificate issued by the Local Civil Registrar and duly authenticated by the PSA.

(6) For a Patrolman/Patrolwoman with temporary appointment, a certified true copy of Attested Appointment, Plantilla Appointment or Special Order is also required for submission.

 

An examinee who fails in an examination, or after being admitted to take said examination, fails to take it for one reason or another, need not resubmit the requirements in the event he/she applies to take the same examination in the same examination center. In such cases, the applicant will only have to:

a.    Submit the Admission Slip of the last examination applied for;

b.    Fill out a new application form and index card with ID pictures; and,

c.    Pay the examination fee.

 

 

How to Get a Scheduled Appointment

  1. Applicants must log on the NAPOLOM official website napolcom.gov.ph and click on the ONLINE EXAMINATION APPLICATION SCHEDULING SYSTEM. You can also directly log on to www.napolcom-oleass.com and fill out the mandatory fields.

 

  1. Click the SUBMIT after filling out the mandatory fields. A CONFIRMATION will appear if registration was successful. If not, the process should be repeated.
  2. Click the PRINT CONFIRMATION LETTER button flashed on the screen to print his/her confirmation letter.

 

  1. Application with confirmed schedule shall be sent an auto-generated email wherein they shall be required to access the on-link to enter the required information in the application form. The filled out application form shall be presented by the Applicant to the Regional Office during his/her scheduled appointment date together with the confirmation schedule.

How to File an Application

An application should file his/her application form in PERSON at any of the seventeen (17) NAPOLCOM Regional Offices and for male applicants, should be in proper haircut and well-shaved face. Applications received thru postal mail or courier service will not be processed.

 

What to Bring During the Examination

  • Notice of Admission (Issued on the day he/she files his/her application for the examination)
  • Pencil No. 2
  • Two (2) Government issued IDs with signature

Violation of this rule shall result to automatic disqualification of an examinee from taking the examination and nullification of his/her examination result.

 

What to Wear During the Examination

  • Wear PLAIN WHITE T SHIRT or WHITE POLO SHIRT, DARK PANTS AND SHOES. Examinees not in the prescribed attire will not be allowed to enter the examination area.

Notification of Results

The Nationwide List of Successful Examinees will be posted at the NAPOLCOM One-Stop-Shop (NOSS), 7th floor, DILG-NAPOLCOM Center, NAPOLCOM Building, Edsa Corner Quezon Avenue, West Triangle, Quezon City 1104 and the NAPOLCOM website. Similarly, a Regional List will be posted in all NAPOLCOM Regional Offices.

Examination Results- Report of Rating (failed examinees) and Certificate of Eligibility (successful examinees) will be mailed to the examinee’s mailing address.

 

PROMOTIONAL EXAMINATION

The Promotional Examinations are open exclusively to all qualified uniformed members of the PNP who meet the minimum qualification standards for examination in terms of rank and eligibility as provided herein. Those who pass the promotional examinations shall be conferred eligibilities appropriate for promotion to the ranks corresponding to the examination’s Eligibility Rank Coverage (ERC).

The eligibilities acquired through the Promotional Examinations are those required for promotion of PNP Uniformed personnel, as prescribed under Sec.30 of Republic Act No.6975, as amended by Republic Act No. 8551.

       D. RECRUITMENT in the PNP as Patrolman/Patrolwoman

General Qualifications and Standards

  1. A citizen of the Philippines;
  2. A person of good moral character;
  3. Must have passed the psychiatric/psychological/, physical, medical and dental, drug tests to be administered by the PNP Health Service and Crime Lab Group or by any NAPOLCOM accredited government hospital for the purpose of determining the appointee’s physical and mental health;
  4. Must possess a formal baccalaureate degree from a recognized learning institution;
  5. Must eligible in accordance with the standards set by the Commission’
  6. Must not have been dishonourably discharged from military employment or and AWOL or Dropped from Rolls from the PNP service or dismissed for cause from any civilian position in the Government;
  7. Must have no pending criminal case in any court, including at the Office of the Ombudsman or administrative case if he/she is already an employee of the Government;
  8. Must not have been convicted by final judgment of an offense or crime involving moral turpitude;
  9. Must be at least one meter and sixty-two centimeters (1.62) in height for male and one meter and fifty-seven centimeters (1.57) for female;
  10. Must weigh not more or less than five kilograms (5kg) from the standard weight corresponding to his/her height, age and sex;
  11. Must not be less than twenty-one (21) nor more than thirty (30) years of age;

The appropriate eligibilities for Patrolman/Patrolwoman are those acquired from the following:

  1. NAPOLCOM PNP Entrance Examination
  2. RA No. 6506 (Licensed Criminologist)
  3. RA No. 1080 (Board/Bar Eligibility)

  1. Duly accomplished CSC Form;
  2. Birth certificate authenticated by the NSO;
  3. Report of Rating of Eligibility authenticated by the issuing authority;
  4. Two (2) pieces 2x2 black and white picture indicating applicant’s name;
  5. Transcript of Scholastic Records and Diploma duly authenticated by the school registrar;
  6. Clearances from the Barangay, Local Police Station , RTC/MTC and NBI; and,
  7. Medical Certificate issued by the local health officer.

Selection Criteria under the Waiver Program

  1. Applicants who possess the least disqualifications shall take precedence over those who possess more disqualifications.
  2. The requirement shall be waived in the following order:

  5. Weight
  6. Each applicant for waiver must possess special qualifications, skills, or attributes useful to or needed by the PNP which are sufficient to compensate for his or her lack of certain minimum qualifications.
