The Background Investigation Training is designed to provide the background investigators with the knowledge of the conduct of pre-employment background interviews, credit checks and financial investigation, criminal and civil background investigation, legal aspects of background investigation and preparation of investigation report.  This course will provide basic techniques and procedures for the background investigators.

The CBIT is a joint project between the National Bureau of Investigation (NBI), as the certifying body, and the National Police Commission (NAPOLCOM) Regional Office 1.



The objective of the CBIT is to prepare background investigators to conduct efficient, effective, accurate, timely and complete investigations that meet requirements. The training likewise teaches new and experienced background investigators advanced techniques and procedures in conducting background investigations.

The participants who will meet all the requirements of the course will be certified as Background Investigators by the NBI.



The training will be conducted on a blended learning method – video conferencing through Zoom application or Google meet and online modular method. This consists of 12 topics, discussion and interaction, practical application activities/review exercises, and assessment throughout the training.


TRAINING TOPICS                                                                               

The training comprises topics to include:

  • Conducting pre-employment background interviews (for first time job seekers and for previously employed participants);
  • Conditional offers of employment letters;
  • Credit checks/financial investigation;
  • Criminal and civil background investigation;
  • Reference checks;
  • Military verifications;
  • Social media investigations;
  • Release of liability forms for applicant and references;
  • Education verification;
  • Home checks and neighbor interviews;
  • Open records sources; and
  • Report preparation.




Blended Learning

The course will be conducted in an enfolded time of six (6) weeks with corresponding 240 hours. The total number of hours to be accredited starts from the opening of the course (21 October 2020) up to 27 November 2020.

The topics will be online for a period of one (1) week –topic/s is/are uploaded online per week. After that period, the tool or system will automatically shut off and topics will not be made available. In this way, a participant should be keen to go through the modules and topics as they are uploaded in the system. Failure to go through means failure to complete the topics and course requirements particularly for the practical application or review exercises and the assessment or examinations. However, if there will be technical glitches that may arise, remedial questions/exercises will be provided as a make-up class. Should a participant fail to comply with two (2) training requirements will be dropped from the course.  Only the participants complying with the requirements of the course will be issued certificate of completion.

An online lecture is scheduled on 21 October 2020 and 28 October 2020 by the Subject Matter Expert (SME).



To gauge the level of understanding and judgment of participants on the subject matter or topic as well as to qualify the participants to scale up to the next topics, a one (1) or two (2) question essay will be administered after each topic. Essay questions will be provided by the SME which shall be subjective in nature. The participants will answer the essay questions and express their ideas concisely, which can be in three (3) to four (4) sentences.  Additional requirements in the form of examinations or reaction papers may be provided by the SME, as may be deemed necessary.  It is important to always note that all outputs shall be treated with respect.


Course Examination and Rating

Aside from the essay or narrative examination, participants will go through a 100-item multiple choice or true or false examinations to be conducted before the culmination of the course as a final examination.

For the overall assessment, the grade or rating of a participant will compose of two (2) components: 1) the narrative or essay; and c) the multiple choice examinations. For a participant to pass the course, he/she must meet a hurdle rate of 75 percent. An “Order of Merit” will be awarded to Top 3 participants who exhibited academic excellence. For group outputs, a “Best Performing Team Award” will be awarded to a team that demonstrated exemplary performance.


Class and Class Officers

The class shall have two (2) sets: Class 1 and 2. Class 1 shall be identified as CBIT 01-2020 while Class 2 is CBIT 01A-2020.  The classes shall have class officers to be composed of a President, a Vice-President, a Secretary and a Treasurer.  The class officers are duty bound to regulate the interactions and to ensure the participants’ compliances to the course requirements and other matters that need to be addressed.

Also, the NAPOLCOM Regional Office 1 personnel will abstain from being class officers and receiving “Order of Merit.”



It is indispensable to recognize that the online mode of learning tantamount to a classroom-type of learning that certain behaviors is expected when communicating with both instructors and co-participants.  Here are the guidelines for online behavior and interaction:


Educational Technology

Every participant shall create a Zoom account or Gmail account identifying the participants’ title, complete name and agency he/she is connected to be properly acknowledged.

The Zoom and the Google Meet will be used during the course opening on 21 October 2020, and closing on 27 November 2020 except as requested by the administrator (NAPOLCOM Regional Office 1) or the SME.



A username and password will be provided to you by the administrator. Please be wary that your password is the only thing protecting you from messing about or may lead you to more serious harm. To be secure, please observe the following:

  • Don’t share your password with anyone;
  • Change your password if you think someone else might know it but you have to notify the administrator of any changes on usernames and passwords you made; and
  • Always log out when you are done using the system.


General Guidelines

When communicating online, it is necessary to always consider that:

  • Every SME’s material should be treated with respect since they are the subject matter experts. In cases where you will have some personal views regarding the modules or topics, just reserve them by yourself;
  • Avoid comparing the training to other BI trainings or courses;
  • It is incumbent upon every participant to treat the SME and co-participants with professionalism and with respect in any form of communication;
  • Always address the SME and co-participants with proper title, either Director, Dr., Atty., Col., Professor, or if with hesitation, address them with Mr. or Ms.;
  • Use clear and concise language and shun away from slang terms or abbreviations; and
  • When accomplishing the course requirements, all participants shall refrain from speaking or writing slur languages which might cause outrage among participants;
  • All course requirements should be in standard format: a) font to be Arial; b) size of 12 point; c) avoid using caps lock feature as can have a negative interpretation;  d) be cautious when using humor or sarcasm as it may be taken seriously or sound offensive; and e) limit or possibly avoid the use of emoticons.
