The Executive Law Enforcement Agent Program (ELEAP) is designed to train officers in the government with intelligence data gathering and investigative functions. This program will equip the participants of competencies in Intelligence and Investigation.

Further, the program provides an insight on how an investigator and an intelligence officer can solve crimes, prevent future criminal activities, and identify and detain suspects. They may specialize in analyzing evidence, performing surveillance, or conducting searches and interviews, and collect, compile or analyze information which is of use to that organization.

With the success of the two (2) batches of LEAP conducted from May 27, 2020 to September 25, 2020 and May 10 to August 27, 2021 with 94 and 51 graduates, respectively, this Regional Office launched its first batch of ELEAP on the 6th day of October, 2021 at 1:30 PM together with its certifying body – Philippine Drug Enforcement Agency, Regional Office 1, headed by Dir. Ronald Allan DG. Ricardo, Regional Director. This program will cover 240 training hours and is being participated by 74 participants from various government agencies, to include personnel of Ilocos Norte Police Provincial Office (PPO), Ilocos Sur PPO, La Union PPO, Pangasinan PPO, Regional Highway Patrol Unit 1, Regional Recruitment and Selection Unit 1, Special Operations Wing – Philippine Air Force, Philippine Drug Enforcement Agency Regional Office 1, Bureau of Jail Management Regional Office 1 and Penology, Regional Prosecution Office 1- Department of Justice, Philippine Coast Guard, Philippine Army, and NAPOLCOM Regional Office 1.

During the launching program, Ms. Cecile Joy C. Ofiana, Administrative Aide IV led the invocation followed by the acknowledgement of participants by Mr. Rodelio B. Rebuldela, Planning Officer I. Ms. Mary Jane C. Cacanindin, Assistant Division Chief of Technical Services Division formally welcomed the participants and delivered her message. After which, Atty. Allan D. Ancheta, Chief of Technical Services Division introduced the Guest of Honor and Speaker, Dir. Ronald Allan DG. Ricardo of PDEA RO1.

Dir. Ricardo expressed that he was honored to be part of the program. He mentioned that the first two (2) batches have been highly successful and believes this program will also be successful. He also said that the call of this program is to hopefully arm the participants with more knowledge as we perform our respective duties in the great service to the Filipino people. Besides learning he hopes that participants will all have fun. Afterwards, a Certificate of Recognition was awarded to Dir. Ricardo for his invaluable support for being the GOHAS.

Ms. Gia Mariz F. Rivera, Acting Chief, Planning and Research Section presented the rationale and mechanics of the program. Ms. Dae Vinia A. Pimentel, Administrative Assistant II provided a well through on how to access/browse the On-line Learning Hub (OLH), how to access the accounts of the participants, and how to change the password of their designated accounts.
