The Law Enforcement Agent Program (LEAP) is designed to train officers in the government with intelligence data gathering and investigative functions.  This program equipped the participants of competencies in Intelligence and Investigation.

The Graduation Rites of LEAP Class 01-2020 Sinagtala was held on September 25, 2020 at NAPOLCOM Conference Room Regional Office 1, Government Center, Sevilla, City of San Fernando, La Union and through video conferencing using the Zoom Application for the participants from different government offices/agencies.

The LEAP Class 01-2020 covered the period of May 27, 2020 to September 25, 2020, with a credit of 480 hours of instruction. Said activity was initiated by the undersigned, in partnership with Philippine Drug Enforcement Agency (PDEA) Regional Office 1 headed by Dir. Bryan B. Babang as the Training Director.

There were 94 out of 125 participants who successfully completed the course, to wit: NAPOLCOM R1 (28); NAPOLCOM IMIS (2); NAPOLCOM LAS (1); NAPOLCOM PAS (1); NAPOLCOM NAB-CO (1); NAPOLCOM R2 (6), NAPOLCOM R3 (4); NAPOLCOM R4A (3); NAPOLCOM R4B (3); NAPOLCOM R5 (1); NAPOLCOM R8 (3); NAPOLCOM CAR (2); NAPOLCOM NCR (6); A/C SCB AGSMD, PA (1); BJMP R1 (2); Bureau of Customs (1); Cooperative Development Authority (1); DENR R1 (2); DILG R1 (10); DOJ (2); DPWH R1 (1); LTO R1 (1); LTFRB R1 (1); AFP, Medical Admin Corp. (1); MTC/MCTC Ilocos Sur (2); AFP, Nurse Corp., CMAB (1); Pag-IBIG (1); PCG, LU (3); POSO-SFC, LU (1); Rosario Bautista Medical Hospital (1); and, UCU (1). Dir. Bryan B. Babang, as Training Director, declared and accepted the graduates of said program.

Special awards were given to graduates for their exemplary performance, academic and non-academic, during the course, namely: Physical Fitness Aptitude (Strong Man) Commander Laurel Paul N. Mariano, Jr. of PCG Ilocos Norte and (Strong Woman) Dir. Reggie R. Colisao of DILG Ilocos Sur; Top Shot Awardees for Marksmanship were Commander Alexander P. Corpuz of PCG Ilocos Sur and LTJG Stephany Arlene M. Licyayo of PCG La Union; Order of Merit was given to the 3 highest ranking students of the course, 1) Atty. Joicel S. Bote of NAPOLCOM R4A and Atty. Arlene C. Co of NAPOLCOM R3 (88.97%), 2) Atty. Phillip Raymund S. Rivera of CDA (88.45%) and 3) Mr. Nario A. Sabang of NAPOLCOM CAR (88%); and, the Class Alpha was Dir. Reggie R. Colisao. Certificates of appreciation were likewise given to all academic instructors for sharing their knowledge and expertise throughout the course.

The Commissioner and Vice Chairman and Executive Officer of NAPOLCOM Central Office, Atty. Rogelio T. Casurao, as the Guest fo Honor and Speaker gave his sincere congratulatory message and expressed his happy wishes for the successful conduct on said activity. Also, he stressed that being a Law Enforcement Agent are bound together by a common vocation and is not only more than just a job or a career or a profession, it is a very first more vision that requires deep commitment, duty and honor. He mentioned that character, integrity and courage are not to be possessed they must be earned especially those in law enforcement sector when providing public service for a safer and healthier society.
