Launching of Confidential Background Investigators’ Training (CBIT)


The Confidential Background Investigator’s Training or CBIT is a joint project between the National Bureau of Investigation (NBI), as the certifying body, and the National Police Commission (NAPOLCOM) Regional Office 1.

This program aims to prepare background investigators to conduct efficient, effective, accurate, timely and complete investigations that meet requirements. The training likewise teaches new and experienced background investigators advanced techniques and procedures in conducting background investigations.

This office has launched its initiated program on CBIT on 21 October 2020 at 9:00 AM, participated by various government agencies particularly NBI R1, DILG R1, BFAR R1, BJMP R1, BFP R1, PDEA R1, PCG, PAG-IBIG, AFP-PA, UCU as well as sixty-one (61) Police Officers of the PNP, PRO 1 and the City/Municipal Police Stations.

During the launching program, Ms. Geraldine D. Abedania, LEEO III, acknowledged the participants followed by the welcome remarks of Atty. Leilani P. Vecina, OIC, Office of the Assistant Regional Director. Atty. Phillip Raymund S. Rivera, Chief of the Regional Investigation Unit and Provincial Officer of Ilocos Norte then introduced the Guest of Honor and Speaker, Atty. Joel M. Tovera, Assistant Regional Director of NBI R1, who delivered his keynote message followed by his discussion on the topic, “General Principles of Background Investigation.” After such discussion, Ms. Liberty E. Abenes, Police Inspector III, then presented the rationale and mechanics of the program.

Our Regional Director, Atty. Monday R. Samson expressed his appreciation to the Guest of Honor and Speaker and to the participants. He had high hopes that the Regional Office will help in building capacities as Background Investigators.
