NAPOLCOM R1 and PDEA R1 launch LEAP Batch 2

The Law Enforcement Agent Program (LEAP) is designed to train officers in the government with intelligence data gathering and investigative functions.  This program will equip the participants of competencies in Intelligence and Investigation.

This program gives an insight on how an investigator and an intelligence officer can solve crimes, prevent future criminal activities, and identify and detain suspects. They may specialize in analyzing evidence, performing surveillance, or conducting searches and interviews, and collect, compile or analyze information which is of use to that organization.

With the success of the first batch of LEAP conducted from May 27, 2020 to September 25, 2020 with 94 graduates, this Regional Office launched its second batch on the 11th day of May, 2021 at 1:30 PM together with its certifying body – Philippine Drug Enforcement Agency Regional Office 1 headed by Dir. Bryan B. Babang, Regional Director. This program will cover 360 training hours and is being participated by 72 participants from various government agencies to include 33 participants from Police Provincial Offices and City/Municipality Police Stations of Ilocos Norte, Ilocos Sur and La Union, Philippine Air Force, Philippine Army, Philippine Navy, Philippine Coast Guard, Bureau of Jail Management and Penology, Department of Justice, Department of Interior and Local Government and employees of NAPOLCOM Regional Office 1.

During the launching program, Ms. Jamila Brianna Leslie R. Ordoño, Administrative Assistant III led the invocation followed by the acknowledgement of participants by Ms. Cecile Joy C. Ofiana, Administrative Aide IV. Mr. Gerald A. Jularbal, Acting Chief of Administrative Division formally welcomed the participants and delivered his short message. After which, Atty. Allan D. Ancheta, Chief of Technical Services Division introduced the Guest Speaker, Dir. Babang.

Dir. Babang expressed that he was honored to be part of the program. “I believe this program will be successful in the same manner of first batch,” he added. He also said that this was a gate way to be connected with other participants to gain more knowledge in line of law enforcement, intelligence and investigation.

Subsequently, Ms. Marivic R. Marzan, Acting Planning Officer III introduced the Guest of Honor and Speaker (GOHAS), Dir. Valente Fortunato Ma G. Cariño, Assistant Regional Director of PDEA RO1. Dir. Cariño expressed in his speech that he was honored and privileged to be the GOHAS of said program. He mentioned that intelligence and integration is the very heart of law enforcement and prosecution. “As agents of the law, we should be well trained in seeking, finding and living as in turn to seek corrupt and justice,” he added. He also reiterated that in every wrong and inaccurate information creates big impact in everyone’s life. He encouraged the participants to be a better law enforcement agent that saves innocent lives from wrongful accusation to a better investigator and better investigation.

Thereafter, Ms. Liberty E. Abenes, Police Inspector III presented the rationale and mechanics of the program.
