The National Police Commission (NAPOLCOM) Regional Office 1, amidst the Covid-19 pandemic, remains steadfast in continuously engaging the PNP and LCEs within its Area of Responsibility.

On January 27, 2021, Atty. Monday R. Samson, Regional Director, together with Atty. Leilani P. Vecina, Officer-in-Charge of the Office of Assistant Regional Director, Atty. Phillip Raymund S. Rivera, Chief, Regional Investigation Unit and Provincial Officer for Ilocos Norte, Gia Mariz F. Rivera, LEEO II, Jamila Brianna Leslie R. Ordoño, Administrative Assistant III, and Mr. Allan John J. Floresca, Administrative VI, conducted an Executive Visit cum Command Conference at IRMC Building, Ilocos Norte Police Provincial Office (INPPO) , Camp Valentin S Juan, Laoag City, Ilocos Norte. Said activity was attended by heads of the different units based in Ilocos Norte Provincial Police Office.

PCol Christopher N Abrahano, Provincial Director welcomed the team along with his Command Staff. During Command Conference, Atty. Samson emphasized on the importance of having ethical and moral standards in rendering public service. The following topics were presented by the Regional Office during said conference: Peace and Order Situation of the Province of Ilocos Norte; About NAPOLCOM; Online Learning Hub of NAPOLCOM Regional Office No. 1; and, Community and Service-Oriented Policing System. Atty. Rivera delivered his guidance speech that focused on proper manners specially in dealing with people crossing the borders and highlighted the importance of proper courtesy in dealing with Authorized Personnel Outside Residence (APOR). Lastly, Atty. Vecina also delivered her simple speech in which she stressed what the Regional Director and the Provincial Officer of Ilocos Norte mentioned and promoted.

One of the issues raised was denied request for the upgrading of San Nicolas Municipal Police Station from Type C to Type B classification of the municipality. As answered by the Regional Director, he suggested the INPPO to prepare another attaching the necessary documents as there was a recent change of management in the Commission.

Another issue tackled was the updates on the decisions rendered by the Commission En Banc on Summary Dismissal cases filed against erring police officers of INPPO. The Regional Director responded that thee Regional Office Has already performed its part in the procedure, and that the final disposition of the matter is already upon the Commission En Banc. Corollary, the Regional Office shall immediately relay any update thereof.

Another part in the agenda of said conference is the awarding of NAPOLCOM Certificates of Commendation to 57 deserving PNP Members of INPPO who displayed exemplary performance beyond their sworn duty.

Thereafter, the team paid courtesy visit to Hon. Lairvee G. Espiritu, Municipal Mayor of Dumalneg, Ilocos Norte, and awarded the Certificate of Appreciation for her unending support to the projects, programs and activities of the Regional Office.

Moreover, the team conducted spot inspections to various police stations in the municipalities of San Nicolas, Laoag City, Dumalneg, Bangui, Pagudpud, Paoay, Currimao and Badoc on January 27-28, 2021.
