NAPOLCOM RO1 Webinar continuous, CEWS inculcates stakeholders


In observance of the 26th PCR Month Celebration, the National Police Commission Regional Office No. 1 designed various activities, one (1) of which is designed to forge partnership and strengthen community participation in peacekeeping and public safety programs of the PNP through the conduct of the CEWS.

The Career Enhancement Webinar Series (CEWS) intended to inculcate equitable employment practices providing equal career progression opportunities for members of Philippine National Police (PNP) and graduating Criminology Students. This webinar series also served as a review of NAPOLCOM Mandates and Services to include recruitment procedure, among others. It will also equip participants with knowledge, skills, and proper attitude regarding PNP, as well as changes in the criminal justice system, such as crime response and victim and criminal treatment, and innovations in police tactics and techniques.

The Regional Office headed by Atty. Monday R. Samson, Regional Director conducted the CEWS on July 6 to 16, 2021. Said webinar series provided career advancement to 326 participants to include: a) PNP personnel of the four (4) Police Provincial Offices of Ilocos Norte, Ilocos Sur, La Union and Pangasinan; b) alumni and graduating students of various public and private universities and colleges of Region 1 with Criminology courses namely: Northwestern University, University of Northern Philippines -Vigan City, Don Mariano Marcos Memorial State University – Mid La Union Campus, CICOSAT Colleges, Lyceum-Northwestern University and PHINMA – University of Pangasinan; and, two (2) State Universities/Colleges located in Mindanao namely: Sulu State College and Notre Dame Jolo College.

The webinar series was conducted on a blended learning method through video teleconferencing utilizing Zoom application. It was consisted of four (4) topics, discussion and interaction.

The Subject Matter Experts were PLtCol Meilanie Joy R Ordoño Chief of Pangasinan Crime Laboratory, Atty. Phillip Raymund S. Rivera, Chief of Regional Investigation Unit/Provincial Officer of Eastern Pangasinan, Atty. Baby Ruth F. Torre, Immediate Past Governor of Central Luzon, and Atty. Mary Hazel D. Gavina-Bela-o, Chief, Legal Affairs Unit/ Provincial Officer for La Union who discussed with the following topics to include: Crime Scene Investigation, RA 7438 – “Rules on Custodial Investigation”, Art. 11 of Philippine Constitution – Accountability of Public Officers and RA 6713 – “Code of Conduct and Ethical Standards for Public Officials and Employees”, and NAPOLCOM Mandates and Services including Recruitment Procedure and Requirements.

During the launching program on July 6, 2021, Atty. Allan D. Ancheta, Chief of Technical Services Division delivered his opening remarks and stressed that the participants will gain important knowledge relating to the subjects and prepare them for the effective delivery of basic services to the people.

On July 16, 2021, Dir. George Aplas D. Daskeo, Assistant Regional Director concluded said webinar and emphasized the importance of continuous learning that will help them be more productive public servants and future public servants.
