The NAPOLCOM Regional Office 1 conducts the following courses:
1. Law Enforcement Agent Program (LEAP)
The Law Enforcement Agent Program (LEAP) is designed to train officers in the government with intelligence data gathering and investigative functions. This program will equip the participants of competencies in Intelligence and Investigation.
This program gives an insight on how an investigator and an intelligence officer can solve crimes, prevent future criminal activities, and identify and detain suspects. They may specialize in analyzing evidence, performing surveillance, or conducting searches and interviews, and collect, compile or analyze information which is of use to that organization.
The objective of this program is to qualify our Legal Officers, Law Enforcement Evaluation Officers and Police Investigators and fellow Law Enforcement Officers from other agencies to be certified as Law Enforcement Agents in the field of law enforcement, investigation, inspection and intelligence in relation to their functions.
2. Intelligence Analyst Program (IAP)
The Intelligence Analyst Program (IAP) is a tripartite project of the NAPOLCOM, Philippine Drug Enforcement Agency (PDEA) and the Military Intelligence Group 1-Intelligence Service of the Armed Forces of the Philippines (MIG1-ISAFP) designated to provide the NAPOLCOM Personnel the importance in understanding what Intelligence Analysis is so that they can be an effective and efficient Intelligence Analysts. An Intelligence Analyst is responsible for gathering, analyzing and recording information that assists with improving security practices within an organization or institution.
This course is intended to provide basic analytic skills necessary to produce basic, logically sound, and descriptive intelligence analysis to NAPOLCOM Personnel who would be Intelligence Analyst. And for the experienced Intelligence Analysts, this will also provide great “back to basics” refresher training.
3. Family Planning Seminar
The Responsible Parenthood and Reproductive Health (RPRH) Law is a hallmark legislation which laid down the foundation in achieving reproductive health in the country. As espoused in the Philippine Development Plan (PDP) and Regional Development Plan (RDP) 2017-2022, population management is a very essential intervention or strategy in reaching and optimizing the country’s demographic dividend.
Further, in this days where the COVID-19 pandemic is having a profound health and socioeconomic impact, it is a time to ensure that family planning (FP) services as an essential health care service must be continued in order to keep Filipinos safe during the pandemic.
The program purports to enhance the knowledge and understanding, not only of the Police Officers, but all stakeholders in the region on the aspect of the family planning program that is espoused by the government. It shall provide a direction on the strategies which will hasten the demographic transition and maximize the gains from the demographic dividend. The knowledge gained by the participants can be then shared to the people in their locality, thus increasing the awareness on Family Planning.
4. NAPOLCOM CARES (Communicating, Advising, Re-training, Educating and Supporting) PNP Program
The National Police Commission as the agency mandated to administer and control the Philippine National Police is continuous in providing them trainings and developmental programs that will enrich not only their core functions as police officers but their whole development. The accomplishment of the mandated functions of the PNP largely depends on their human resources.
The NAPOLCOM CARES PNP Project will be covering different main topics on Spiritual Development, Mastering the Art of Disciplining the Mind, Wellness Check and Applying Positive Psychology in the Workplace.
The NAPOLCOM CARES PNP Project is a one month program which is aimed in enhancing and strengthening the whole being of police officers.
5. Governors and Mayors Orientation as Deputized Representatives of NAPOLCOM (Go MODERN)
The National Police Commission Regional Office 1 has crafted a sequential program for the Local Chief Executives (LCEs) being the lawful, deputized representatives of NAPOLCOM in the supervisory administration of the Philippine National Police (PNP) in their area of jurisdiction as contained in Sec. 51 of Republic Act (RA) 6975 as amended by RA 8551 more commonly known as the “PNP Law”.
The GO-MODERN has two-pronged objectives, to wit:
a) to orient and familiarize LCEs on the granted substantial rights and responsibilities in police administration from supervision to disciplinary; and
b) to identify and deal with plausible issues, queries and concerns relative to their role and functions being both LCE and legitimate Deputized Authority.
6. Local Insurgency & IED Mitigating Advertence (LIIMA)
The LIIMA is designed to prevent, protect against, respond to and mitigate risk to the communities or country’s people and critical infrastructure. It specifically aims to build awareness, train and empower territorial/local participants to include Force Multipliers improve the overall security readiness and awareness of general public by expanding knowledge on improvised explosive devices (IEDs) and to counter current threats for the protection of people and property.
As a result of seamless collaboration, the program is a joint undertaking by the Armed Forces of the Philippines – Philippine Army (AFP-PA) and the NAPOLCOM Regional office 1.
The objective of this program is to capacitate Force Multipliers and other law enforcement institutions on the three (3) major spheres of IED starting from detection, identification, report preparation, and counter measures.
The program could also be an avenue for Local Chief Executives’ (LCEs) resolve, coordination and policy formulation and policy action. Further, the participants will further gain knowledge and skills in combatting insurgencies in their localities or communities to save the loss of lives and property.
